To get the MS SQL tools you'll need to download the evaluation version of MS SQL Server which can be found at the following url: http://www.microsoft.com/downloads/details.aspx?FamilyID=D20BA6E1-F44C-4781-A6BB-F60E02DC1335&displaylang=en
During the installation process choose to only install the MS SQL server tools. You can also choose to install SQL server if you would like to run it locally however this will expire after four months. The tools themselves can be used for as long as you'd like and never expire.
